Our Management Structure

Born in 1974, Firuzan İşcan graduated from Galatasaray High School before earning a degree in Industrial Engineering from Galatasaray University in 1997. She subsequently completed her master’s degree in Industrial Engineering at the same university in 1999. İşcan began her career in the insurance sector at Allianz Sigorta in 2001, where she successively held the positions of Regional Manager, Sales Group Manager, Head of Marketing, and Head of Customer Relations. She served for approximately two years as the Head of International Customer and Distribution Channel Experience at Allianz Germany, after which she was appointed as the General Manager of Allianz Partners Türkiye. Having served as the Deputy General Manager for Sales and Marketing at AXA Sigorta between May 2018 and August 2023, Ms. İşcan was appointed as the General Manager of HDI Sigorta effective August 16, 2023. In addition to her duties as Vice Chair of the Board of Directors and General Manager of HDI Sigorta, Ms. İşcan has also served as the Chair of the Board of Directors for HDI Fibaemeklilik and Fibasigorta since March 2025.

Halil Bay who was born in 1980 completed his master's degree in Actuarial Science at Bahçeşehir University following his graduation from the Department of Management Engineering at Istanbul Technical University in 2004. He began his career in the insurance sector in 2004 as a sales representative at Aksigorta, and in 2009, he played a role in establishing the auto dealership sales channel at Allianz Sigorta. Subsequently, at Liberty Sigorta, he served successively as Assistant Regional Manager and Regional Manager. For the last five years of his tenure at the same company, he held the position of Assistant General Manager responsible for Sales and Marketing. He played an active role in the process of Liberty Sigorta’s acquisition by HDI Sigorta, after which he served as Senior Regional Manager for the Istanbul-Europe region at Ray Sigorta between 2019 and 2022. Most recently, at Axa Sigorta, he managed all sales, technical, and collections functions for the region in his capacity as Kadıköy Regional Coordinator. As of September 2023, Halil Bay has been appointed as Assistant General Manager responsible for Sales at HDI Insurance. Additionally, as of November 2024, he also serves as the General Manager of HDI Participation Insurance Inc.

Born in Istanbul in 1980, F. Burcu Çakıcı is a 2003 graduate of the Department of Actuarial Science at Marmara University. She began her professional career at PricewaterhouseCoopers in 2003 and has served at HDI Insurance Inc. since 2010 as the manager of the Accounting, Collections, Fund Management, Budget and Financial Reporting, and Subrogation departments. As of September 2021, she was appointed Vice Chair of the Board of Directors at HDI Katılım Sigorta Inc., and as of February 2022, she was appointed Assistant General Manager for Financial Affairs at HDI Participation Insurance Inc.

Born in 1977, Hakan Şatır graduated from the Department of Computer Engineering at Istanbul Technical University. Subsequently, he completed MBA at Maltepe University and Sales & Marketing Master’s programs at Okan University. He began his corporate career in 1998 as a Systems Engineer at Egebank, after which he spent 21 years assuming various responsibilities in the field of Information Technologies at AXA Sigorta. His roles included IT Solutions Architect, Manager of E-Commerce and Business Intelligence, Director of Digital Solutions, and most recently serving as an Extended Executive Board Member with the title of CDO (Chief Digital Officer) for Digital Solution Development. As of November 2022, he was appointed as the Assistant General Manager of Information Technologies at HDI Participation Insurance Inc.

Ayşe Can Okyay who was born in 1982, is a graduate of the Department of Mathematical Engineering at Istanbul Technical University. Afterwards, she completed her Master’s degree in Actuarial Science at Bahçeşehir University. Ms. Okyay began her corporate career in 2006 as a Motor Products and Pricing Manager at Allianz Insurance, where she continued her work until 2018 as the Director of the Motor Data, Advanced Analytics, Actuarial, and Portfolio Management Department. Most recently, in 2021, she served as the P&C Sales and Implementation Leader at Willis Towers Watson. As of December 2022, she was appointed as the Assistant General Manager for Motor Technical and Actuarial Pricing at HDI Participation Insurance Inc.

Cihan Çiçek who was born in 1984 graduated from Beşiktaş Atatürk Anatolian High School before earning his degree from the Department of Metallurgical and Materials Engineering at Yıldız Technical University in 2007. Subsequently, he completed his master's degree in Insurance and Risk Management at Istanbul Commerce University in 2015. Çiçek began his career in the insurance sector in 2008 as an Underwriting and Reinsurance Specialist at Aviva Sigorta, where he served for seven years before departing as Assistant Manager of Non-Motor Technical and Reinsurance. Between 2015 and 2017, Çiçek held the position of Manager of Non-Motor Technical and Reinsurance at Unico Sigorta, where he served on various committees such as the EXCO, UPP, Finance, and Claims Committees. Commencing his tenure at ERGO Sigorta in 2017 as Director of Non-Motor Technical Operations, Çiçek played an active role during the acquisition of ERGO Sigorta by HDI Insurance, subsequently continuing his duties at HDI Insurance as Group Manager of Non-Motor Technical and Reinsurance. As of January 2024, he was appointed as Assistant General Manager responsible for Non-Motor Technical and Reinsurance at HDI Sigorta. Furthermore, as of November 2024, he also serves as the Assistant General Manager for Non-Motor Technical and Reinsurance at HDI Participation Insurance Inc.

Born in 1979, Sinem Gürün graduated from the Department of Mathematical Engineering at Istanbul Technical University in 2003, after which she completed her master's degree in Business Administration at Galatasaray University. She began her career in the insurance sector in 2004 at Anadolu Sigorta, where, over the course of 21 years, she assumed various responsibilities across the fields of bancassurance, motor and non-motor claims, and supply chain management. Most recently, she served as Claims Coordinator. In addition to her core responsibilities, she spearheaded digitalization strategies, designed and implemented cost optimization projects, and undertook initiatives that significantly enhanced operational efficiency. She played a pivotal role in the realization of innovative initiatives, such as digital fraud detection and artificial intelligence applications. As of February 2025, she has been appointed as the Assistant General Manager responsible for Claims at HDI Insurance.
